Pavlo Kovalchuk, Deputy Head of the Regional Service Center of the Main Service Center of the Ministry of Internal Affairs in Rivne, Volyn, and Zhytomyr oblasts, has declared digital assets worth over 7.85 million UAH, three premium vehicles, and extensive real estate holdings. The relevant data was published in the NACP Unified State Register of Declarations. Analysts have pointed out a significant disparity between the public official’s formal salary and the scale of his family’s wealth.
According to the filed document, the Interior Ministry service center official actively invests in digital assets. As of the reporting period, the family holds over 7.85 million UAH on the WhiteBIT crypto exchange.
The majority of the crypto portfolio consists of stablecoins and exchange tokens:
Tether (USDT): 4.35 million UAH;
WhiteBIT Coin (WBT): 3.1 million UAH;
Sleepless AI Token (AI): 394.5 thousand UAH.
Beyond virtual assets, Kovalchuk’s family owns substantial property in the Volyn region. The official’s wife, Yulia Kovalchuk, owns a 178.8 m² house in the village of Lypyny, while the declarant himself owns non-residential premises in Lutsk and Liuboml. The family also holds joint ownership of several land plots.
In the transportation section, the official listed three modern vehicles with a combined value exceeding 3 million UAH. The declarant’s wife drives two premium crossovers: an Audi Q7 (valued at 1.2 million UAH) and an Audi Q8 (1.11 million UAH). The deputy head of the service center drives an electric Hyundai Ioniq 5 valued at 875.7 thousand UAH.
In contrast to these substantial assets, the family’s official income appears much more modest. For the reporting year, Pavlo Kovalchuk’s salary at his post totaled 777.26 thousand UAH. An additional 850 thousand UAH was generated from the sale of movable property. According to the declaration, the official’s wife has no formal employment.
Additional Revenue Sources: Other family income streams include a 209.5 thousand UAH stipend/honorarium received by their daughter, Daryna, from the Lodz University of Technology (Poland), alongside social benefits, cashback, and state aid via the «School Pack» program.
The family also holds cash savings of 20,000 USD and 400,000 UAH. The National Agency on Corruption Prevention (NACP) continuously monitors the assets of public officials, as possessing high-end vehicle fleets and extensive crypto portfolios alongside modest government salaries routinely triggers closer scrutiny from regulatory bodies.
