Ukraine’s National Anti-Corruption Bureau (NABU) has opened a criminal investigation into the alleged illicit enrichment of former Deputy Head of the Supreme Court, Bohdan Lvov, who was previously found to hold Russian citizenship. The probe comes amid ongoing court proceedings in which the former judge is seeking reinstatement and claiming approximately 20 million UAH in back pay from the state budget.
According to investigative records (case No. 52025000000000402 under Article 368-5 of the Criminal Code of Ukraine), Lvov, along with family members and associated individuals and entities, acquired a substantial portfolio of high-value assets starting in November 2019.
Case files indicate that the former judge’s family accumulated prime real estate across Kyiv and the Kyiv region over recent years:
Land Plots: Multiple parcels ranging from 0.12 to 0.76 hectares in the Obukhiv district (Stari Bezradychi village), registered between 2021 and 2022.
Residential Properties: Several apartments, parking spaces, and a private house acquired between 2021 and 2024.
Spouse’s Assets: In March 2020, Lvov’s wife, Inna—who also holds Russian citizenship—acquired two apartments (71 sq. m and 130 sq. m) in Kyiv’s elite Tetris Hall residential complex, where market prices hover around $4,000 per square meter, along with two parking spaces and storage units.
Background: Bohdan Lvov was dismissed from the Supreme Court on October 5, 2022, after the Security Service of Ukraine (SSU) confirmed his possession of a valid Russian passport.
The Cassation Administrative Court within the Supreme Court is currently reviewing Lvov’s lawsuit regarding his potential reinstatement. Should the court rule in his favor, the state would be liable to pay nearly 20 million UAH for his period of «forced absence.» The standard salary for a Supreme Court judge averages approximately 441,000 UAH per month (around 5.3 million UAH annually).
Legal analysts and anticorruption advocates also point to potential violations under Part 5, Article 190 of the Criminal Code of Ukraine (large-scale fraud). When applying for the Supreme Court bench in 2017, Lvov concealed his Russian citizenship from the High Qualification Commission of Judges (HQCJ) and the High Council of Justice (HCJ). During his tenure, he received over 25 million UAH in salary from the state budget despite being legally disqualified from holding the position.
