  3. New Property and Millions in Income: What Rivne Oblast Deputy Prosecutor Serhiy Miskevych Declared

Serhiy Miskevych, Deputy Head of the Rivne Oblast Prosecutor’s Office, has submitted his annual asset declaration, disclosing a multi-million salary, a new plot of land, and an unfinished country house and garage. The official’s financial report highlights the acquisition of new real estate assets in 2024; however, certain sections of the document lack information regarding their current monetary value.

According to official data, Serhiy Miskevych received 1.77 million UAH in salary from his primary workplace during the reporting period. In addition, the prosecutor was paid a pension totaling 120,000 UAH.

The official holds 417,000 UAH in PrivatBank accounts, while the family keeps 4,000 EUR in cash. The declaration also lists his wife, Olha, and two sons, Nazar and Hordiy.

The deputy regional prosecutor drives a 2019 Toyota RAV4. However, the vehicle does not belong to him—Miskevych declared the right of free use, with the registered owner listed as a citizen named Kateryna Tkach.

The prosecutor’s family owns several real estate properties acquired in previous years and is actively investing in land just outside Rivne:
Apartment in Rivne: 61.8 m², purchased in 2013 for 262,000 UAH.
Land plot in Bila Krynytsia: 600 m² (owned since 2009).
Non-residential premises in Rivne: 6.2 m², owned by his wife since 2014.
New land plot in Barmaky village: 1,639 m², acquired in April 2024.

It is on this new plot in Barmaky where Serhiy Miskevych has launched construction. The official declared two ongoing construction projects funded with his own money: a 147.2 m² country (garden) house and a spacious 78.9 m² garage. These structures were reportedly erected between 2024 and 2025.

An analysis of the financial disclosure submitted by the senior official of the Rivne Oblast Prosecutor’s Office reveals several nuances that typically draw the attention of oversight bodies:

«The official’s declaration does not specify the purchase price of the land plot in Barmaky acquired in 2024. Furthermore, there is no information regarding the amount of funds already invested into building the unfinished country house and garage.»

Experts also point out the relatively low declared value of the Rivne apartment at the time of purchase in 2013—just over 261,000 UAH for nearly 62 square meters, which appears significantly below market rates even by the exchange rates of that period.

At this time, the National Agency on Corruption Prevention (NACP) has not published any findings regarding a full audit of the Rivne prosecutor’s report. The Oblast Prosecutor’s Office has not yet commented on the financial standing of its leadership.
