Andrii Marchukov, Deputy Head of the Customs Value Analysis and Control Department at the Odesa Customs, has been regularly using a premium BMW X7 throughout 2025 and 2026, which is entirely missing from his official asset declarations. According to recent monitoring data, the vehicle was listed for sale in Odesa in early June 2026 for $45,000. This occurs amidst a stark disparity, as the official income of the customs official’s family cannot legally justify the purchase or maintenance of such a luxury vehicle.
Andrii Marchukov has been repeatedly observed driving a 2019 BMW X7 luxury crossover (VIN: WBACW21080LS06331). Under current anti-corruption legislation, public officials are strictly required to declare not only owned assets but also any property or vehicles in their possession or regular use. Despite this, the civil servant’s National Agency on Corruption Prevention (NACP) declarations show no record of this vehicle.
In early June of this year, the SUV in question—featuring a mileage of 160,000 kilometers—was listed on Odesa automotive marketplaces with a price tag of $45,000. This amount significantly exceeds the total combined annual salary of the official’s household.
According to the financial disclosure filed for 2025, the Marchukov family’s official earnings remain modest relative to luxury asset ownership:
Andrii Marchukov reported 716,000 UAH in salary from the Odesa Customs.
His wife, Kateryna Marchukova (an employee of the Accounting Chamber of Ukraine), declared an income of 954,600 UAH.
The family’s liquid cash savings consist of just $5,000 in cash, held by the wife.
Industry analysts note that the real estate assets listed in the official declaration also show historical purchase values that are several times lower than market rates at the time of acquisition.
For instance, a 36.1 m² apartment in Odesa (acquired in 2003) is registered with a historical value of 8,000 UAH, despite the estimated market entry price back then being at least 40,000 UAH. Similarly, the wife’s 48.2 m² apartment in Obukhiv (acquired in 2011) was declared at 19,000 UAH, compared to an estimated market value starting at 200,000 UAH at the time. The family also enjoys free use of a 67 m² house in Hlevakha, Kyiv Oblast, officially registered under a third party.
The Odesa Customs administration and Andrii Marchukov have not yet commented on the use of the undeclared luxury vehicle. The discrepancies may warrant a formal asset verification review by national anti-corruption authorities.
