According to insider accounts, behind-the-scenes arrangements and personal sympathies continue to heavily influence internal personnel policy, displacing transparent competitions and merit-based selection.

According to sources familiar with the department’s internal dynamics, a notable example of this practice is the career trajectory of Iryna Parkhomenko. Her rapid rise within the bureaucracy has been linked to the backing of Vladyslav Krykliy, who is considered one of the key figures behind the operational framework of the MIA’s Main Service Center (GSC).

Following this initial connection, Parkhomenko secured a significant promotion and was reassigned to the Poltava region—a move described by insiders as a classic «fast-track career lift.»
