Member of Parliament Yaroslav Zhelezniak, First Deputy Chairman of the Parliamentary Committee on Finance, Tax, and Customs Policy, has made public official completion-of-work acts regarding Vasyl Veselyi. In political and banking circles, Veselyi has repeatedly been referred to as the unofficial «watcher» (smotryashchy) over Sense Bank following its nationalization. Official documents reveal that for 15 consecutive months, the financial institution paid Veselyi a monthly rate of 186,000 UAH. While the total payouts reached nearly 2.8 million UAH, a detailed audit of the reports suggests that the services were fictitious.

According to the contracts and signed acceptance acts, Veselyi’s scope of work was broadly and vaguely defined under three primary responsibility areas:

Ensuring and executing information sharing with key state stakeholders regarding Sense Bank’s transition into a state-owned bank.

Consulting members of the Supervisory Board on communication strategy, public relations, and engagement with government entities.

Organizing and conducting meetings on the tactics and strategy of the Supervisory Board’s interaction with state authorities.

Despite the high monthly remuneration, the official paperwork lacks specific details. The filed reports fail to specify which public officials or stakeholders were contacted, what information was delivered, or what concrete results were produced through these consultations.

«The signed acts feature generic phrasing about ‘consulting’ and ‘informing,’ but offer zero evidence that actual services were rendered. Essentially, the bank was paying millions of UAH for a process with no recorded deliverables,» the report findings indicate.

A chronological breakdown of Veselyi’s reported activities highlights a significant absence of actual operational work. Across the entire 15-month engagement, only four specific, dated events were logged:

April 23, 2024 — Participation in a committee meeting.

May 29–31, 2024 — A business trip to Lviv.

July 19, 2024 — Attendance at a Supervisory Board meeting.

November 26, 2024 — An official meeting with the Chairman of the Supervisory Board.

The entries for the remaining 14 and a half months consisted of routine document reviews under the guise of «consultation.» These included standard incoming communications from the Ministry of Finance, decrees from the National Bank of Ukraine (NBU), Cabinet resolutions, and responses from the NSSMC to NABU inquiries—documents that the bank regularly received through standard corporate workflow.

Veselyi’s activity abruptly stopped in January 2025, directly coinciding with the launch of an off-site regulatory audit of Sense Bank by the National Bank of Ukraine. Following the start of the inspection, Veselyi ceased submitting performance reports.

The cooperation was definitively cut short after direct intervention by executive authorities. The final contract with Veselyi was terminated just one week after the Cabinet of Ministers issued an official decree appointing a new Supervisory Board for Sense Bank. The published materials have been forwarded to regulatory and law enforcement agencies to assess potential misappropriation of state bank funds.
