The Chief of the Criminal Police of the Kremenchuk District Police Department, Oleksandr Skryl, has listed a Toyota Highlander in his 2025 financial disclosure at a price significantly below the average market rate. The alignment of the official’s assets with his legitimate income is now expected to face close scrutiny during a verification process by the National Agency on Corruption Prevention (NACP).
According to official records, the law enforcement officer owns a 2018 Toyota Highlander, acquired in 2023. In his financial disclosure, Oleksandr Skryl specified the purchase price of the vehicle as 700,000 UAH.
However, in the Ukrainian secondary market in 2023, the actual market value of a similar model ranged between 850,000 and 1.05 million UAH, depending on the vehicle’s mileage, trim level, and technical condition.
The discrepancy between the declared amount and real-world market prices could raise questions for oversight bodies, which routinely conduct lifestyle monitoring of public servants and track potential undervalued assets.
For the 2025 reporting year, Kremenchuk’s top criminal police officer earned a salary of 666,700 UAH from his post.
The income of his wife, Tetiana Skryl, came from several sources:
245,000 UAH — primary salary;
20,000 UAH — part-time salary from the Pishchane Village Council’s education department;
174,500 UAH — proceeds from the sale of real estate.
In addition to their official salaries, the couple holds cash savings in foreign currency. Specifically, Oleksandr Skryl declared $18,000 in cash, while his wife declared $5,000.
Aside from the vehicle, the family holds several real estate assets. Since 2009, Oleksandr Skryl has personally owned a 5,000 sq. m plot of land in the village of Kahamlyk, Hradyzk community. His wife has owned a larger plot of 9,829 sq. m in the village of Pronozivka within the same community since 2012.
The family also resides in a 65.9 sq. m apartment in Kremenchuk, where they obtained residency rights in 2016. The registered owner of the apartment is Nina Skryl (presumably the official’s mother).
Ultimately, whether the family’s assets and the purchase of the premium SUV align with their legitimate income will be determined by the NACP during its formal review of the asset declaration.
