Artem Soltan, Deputy Chief of the Main Directorate of the National Police in the Kirovohrad Oblast, has released his financial disclosure for 2025. According to the declaration, the family’s primary source of wealth is the entrepreneurial activity of his wife, Yaroslava Soltan. While working as a hairdresser, she has declared millions in income, acquired expensive real estate, and drives a premium vehicle registered at a suspiciously low price.
Throughout 2025, Artem Soltan earned 566,000 UAH in salary from his position as Deputy Chief of the Kirovohrad regional police. He also received an additional 256,500 UAH from the Kremenchuk police department, where he previously served as Deputy Chief of Preventive Activity.
Meanwhile, the main financial contributor to the household budget was his wife, Yaroslava Soltan. Working in the beauty industry as a hairdresser, she declared 4.3 million UAH in income from her business activities. Her annual earnings consistently range between 2 and 4.2 million UAH.
The official’s family owns a significant portfolio of real estate in the Poltava Oblast:
A residential house measuring 120 m² in Horishni Plavni (with right of residence since 2017).
Two apartments in Kremenchuk measuring 104.4 m² (purchased in 2022 for 420,000 UAH) and 112.8 m² (purchased in 2023 for 1.46 million UAH), both owned by Yaroslava Soltan.
A commercial retail complex measuring 39.1 m² in Horishni Plavni, acquired by his wife in 2025 for 132,000 UAH.
The family’s transport assets have also drawn scrutiny. Artem Soltan declared the right to use a 2020 BMW X5 owned by his wife.
The declared value of the luxury SUV is listed at just 400,000 UAH. However, at the time of purchase in 2023, the actual market price for this model in Ukraine ranged from 1.2 to 1.6 million UAH, suggesting that the vehicle’s value was significantly understated in the official filings.
In addition, the couple holds substantial amounts of cash: the police official declared 950,000 UAH, while his wife holds 1.6 million UAH.
An investigation into the family’s financial activities has revealed discrepancies regarding Yaroslava Soltan (formerly registered under the surnames Shindel and Chursina). She owns the well-known «Hlyanets» (Gloss) beauty salon in Kremenchuk, where clients identify her as either the director or administrator.
However, public registries show she has been registered as an individual entrepreneur (FOP) for 15 years with the primary registered activity of “68.20 Rental and operating of own or leased real estate” (located at 30 Telmana St.). Such business structuring often points to corporate splitting schemes designed to optimize and evade full tax liabilities.
