The State Tax Service in Zaporizhzhia Oblast has filed a lawsuit seeking the compulsory recovery of millions in unpaid VAT and personal income tax from the construction company LLC «BK Clever.» The Zaporizhzhia District Administrative Court has formally opened proceedings under case No. 280/6647/26.

According to court filings, the contractor’s total outstanding liability to the state budget stands at nearly 3.7 million UAH. The breakdown of the debt includes:
3.7 million UAH — Value Added Tax (VAT) arrears;
9.6 thousand UAH — financial penalties and fines;
1.0 thousand UAH — Personal Income Tax (PIT) arrears.
The substantial VAT debt reportedly stems from the company’s failure to replenish its designated VAT special account. This pattern points to a scheme involving budget payouts for contractual work that was either fictitious or settled using cash payments, bypassing official special account transactions.
Analysts note that unpaid VAT liabilities totaling 3.7 million UAH typically correspond to financial flows and the movement of budget funds exceeding 24 million UAH.
LLC «BK Clever» is officially owned by Suren Petrosyan, a citizen of Armenia who has previously been named in criminal investigations concerning the alleged embezzlement of public funds during road repair projects.
In addition, company operations have been linked to former tax official Roman Afonov and Denys Korotenko, head of the Shiroke hromada in Zaporizhzhia Oblast.
To date, the Economic Security Bureau of Ukraine (ESBU) has not issued an official comment regarding the investigation into the firm’s operations. Court proceedings in the Zaporizhzhia District Administrative Court remain ongoing.
