  3. Multi-Million Dollar Fleets: How Ukrainian Businesses and Ex-MPs Register Elite Rolls-Royces to Corporate Accounts

The practice of registering luxury vehicles worth hundreds of thousands of dollars to corporate entities is gaining scale in Ukraine. Among the owners of the latest exclusive 2025 Rolls-Royce Cullinan Black Badge models are agricultural firms, leasing companies, and enterprises linked to prominent businessman Viktor Polishchuk and former MP Oleksandr Reveha. This was revealed in a journalistic investigation by the Vykryvach (The Whistleblower) project.

According to investigators, one of the newest Rolls-Royce Cullinan Black Badge SUVs is registered to Carpe Rentals LLC. The company’s fleet comprises around 30 vehicles, predominantly premium and business-class models. Among the luxury cars stored in the corporate garage are a Rolls-Royce Phantom, Range Rover, and Mercedes-Benz S500. The estimated total value of this corporate fleet exceeds $1.6 million.

The official owner of Carpe Rentals LLC is Kateryna Kuzmenko, a cousin of businessman Viktor Polishchuk, best known as the owner of Kyiv’s Gulliver Shopping Mall. Luxury vehicles registered under this company have repeatedly been spotted being used by Polishchuk himself. Furthermore, his wife, Liliya Rezva, is the niece of Svetlana Medvedeva, wife of former Russian President Dmitry Medvedev.

An equally notable owner of a Rolls-Royce Cullinan Black Badge emerged within the agricultural sector. Another luxury SUV was placed on the balance sheet of the agricultural enterprise Elita-Agro Ch.V.V. LLC. The ultimate beneficial owner of this company is Oleksandr Reveha, a Member of Parliament in the 8th convocation from the Petro Poroshenko Bloc.

The former MP holds extensive business interests in agriculture, real estate, and transportation. Notably, his agricultural firm owns not only the new Rolls-Royce model but also another ultra-luxury vehicle, a Bentley Bentayga.

Additionally, another Cullinan of the same tier is registered to Winner Leasing, a company within the corporate structure of the Hyniansky family’s Winner Group.

Registering such supercars to corporate balance sheets allows businesses to minimize tax liabilities and write off the expensive maintenance of luxury vehicles as operational expenses.

«If there is no Rolls-Royce on the balance sheet, it means the CFO slacked off somewhere. Because why drive a company Škoda when accounting can handle a Black Badge?» the investigators noted with irony.

Purchasing luxury cars valued at hundreds of thousands of dollars continues to serve as a widespread tool for tax optimization among Ukrainian big business owners, former officials, and their relatives.
