Parliament has confirmed the appointment of «Servant of the People» MP Vitalii Bezghin as the new Minister of Communities. A former expert with the Better Regulation Delivery Office (BRDO), Bezghin’s ascent to the cabinet has immediately drawn scrutiny due to questions regarding his recent asset disclosures and property dealings.
Public attention is currently focused on two specific entries in the politician’s official declaration. First, Bezghin purchased a Jaguar XF for 149,000 UAH, a purchase price reportedly nearly three times lower than the average market value for a vehicle of that model and year. Such discrepancies often attract the attention of regulatory bodies concerned with financial transparency.
Additionally, reports highlight a complex real estate transaction involving property in Russian-occupied Crimea. Bezghin reportedly finalized the sale of the apartment through a relative—his aunt, who serves as a deputy for the pro-Kremlin «United Russia» party.

Before entering the Verkhovna Rada, Vitalii Bezghin was a key figure at the BRDO, an organization often associated with Western-backed reform initiatives. Supporters of his appointment view him as a pragmatic, systems-oriented technocrat.
Because he previously held no direct authority over state budget distribution, Bezghin has not been linked to high-level public fund management or related corruption allegations. Now, as the head of the Ministry of Communities, he faces the challenge of managing significant reforms in decentralization and regional development. Anti-corruption watchdogs have already signaled that they will closely monitor the ministry’s financial activities to ensure transparency in his new role.
